Why does the surcharge only apply above a threshold?
Many fuel surcharge clauses only activate once the index moves past a stated base price or index level, so day-to-day noise doesn't trigger a surcharge on every invoice. This tool assumes the surcharge applies to the portion of the change above the threshold, not the whole change once triggered. Check how your specific clause is worded, since both conventions exist.
